James Comly was born in New Lexington, Ohio in 1832. In Columbus, Comly studied law and became editor of the Ohio State Journal. When the Civil War broke out, he was appointed major in the 23rd OVI. Eventually he was appointed Brevet Brigadier General.

After the war, Comly helped found a Base Ball (as it was spelled at the time) and was named Postmaster of Columbus. Comly was later a minister to Hawaii. He died in Toledo in 1887.
